Hello I am doing research for a young frind of mine. She was born Sept 18, 1968 in Alton Madison, Ill. She was fostered then adopted out . Illinois has closed records , she was able to get a small amount of info about her birth parents , but no birth certificate with her mother's name.The mother was 26 and unmarried. Would someone have access to newspapers from that day or week and see if their is any kind of birth announcements with a mother and and unnamed baby. Is foster care she was given the name Valerie, but her adoptive parents changed her name to Sandra. Is there anyone who helps someone who really can not afford someone to do investigation of this info. Thanksif you will be willing to help me
