My mother-in-love served in the WAVs during WWII. I have pictures of the women in her "unit" and one has signatures of the women on the back. How could I post this to Ancestry.com so that people can search on these women's names.

You have already posted the pictures to this message, just edit it and add a list of names as you read them from the back. That way people searching the names with an internet search will "find" your posted message.
I cannot tell if you posted this using the Ancestry.com or Rootsweb.com Message Boards portal so here is some information.
Ancestry is a subscription site that may require someone to pay a fee to see your contributed resources. Rootsweb is supported by Ancestry but is still "the Internet's oldest and largest FREE genealogical community". In fact Rootsweb and Ancestry have the same message boards, just the headers are different. If you go to Ancestry and click on "Collaborate" and go to Message Boards you will see the exact same Boards and messages if you were to go to Rootsweb home page and click on their "Message Boards" link.

From what I understand any tree or contributed content (images, pictures) to Ancestry.com by anyone gives Ancestry full license to use, publish and profit from said contributed content as they see fit with no compensation to the contributor. Check for yourself and decide.

Have you considered sending copies to your local Veterans Museum or Navy Waves Museum?

I just posted a 1944 Navy Waves photo along with a copy of the signed names from the back of the photo onto this message board.

If you don't want to list all of names you can scan the back and post that with the original photo . That way people searching can look at the date and the photo with names to see if their ancestor is listed.
