The 1940 census of home address 918 Race Street in Ward 7, Williamsport, Lycoming County, Pennsylvania, E.D. No. 41-79, taken 02 - 03 April 1940...lists the George M. & Dorothy C. Lockard family. Here is listed their 17 year old son- Joseph L. Lockard, who would shortly enlist into the U.S. Army on 16 August 1940 in Harrisburg, with rank of PVT to serve in the Signal Corps in the Hawaiian Department. PVT Lockard would later serve as the Hawaiian Department's first Army soldier to report a flight of what proved to be Japanese aircraft approaching the island of Oahu. For his performance of duty, he was promoted to Sergeant and awarded the Distinguished Service Medal.
