My great-grandfather, Joseph Effron, was born in Shamberlain (Russia) in the late 1800's. However, on his WWII registration draft card, he listed it to be Cincinnati OH. Does anyone have any idea why someone would claim their birthplace in the USA on a draft card? Is it because they wouldn't have accepted him into the war if the USA wasn't his origin?
