Uniform Identification- 1927, possibly German/Germanic dialect

I'm unsure who this is but I believe he is related to my ggrandfather, as they look strikingly similiar but my ggrandfather was born in America. I have attached the front and back of the postcard as there is writing on the back that may indicate where the uniform is from. My educated guess is that the writing is in German or some dialect of German/German speaking country, but I need to get it translated as well.

Any help is greatly appreciated!!!

p.s. The "Herman Wolf?" written on the back/bottom of the postcard is my writing.

The collar insignia, hat with ear flaps and single button and what looks like lace rank loops on the shoulder make me think it's a Romanian uniform. Here's a couple photos for you to compare.
