I can claim no expertise on this subject.

In the Royal Navy there is the rank of Captain which equates to a Colonel in the Army. There is also the appointment Captain of a vessel which could be held by a Lieutenant up to Captain rank depending on the size of the Warship.

In the merchant fleet, I think, to be the captain (or skipper) of a vessel they have to have passed as a Master Mariner first.
