English Merchant Navy seamen's tickets - Foreign port numbers

I am hoping someone can help me with a couple of aspects of my 3xGG's seaman's ticket.

The ticket lists the following details:

1851
Reported Voyages
S
Out - Home
523 - 78
12 - 51

From the UK National Archives research sheet I believe the following to be true:

523 = Port of Registry of ship
78 = Home Port (ie Plymouth)
12 = Port rotation number (ie Bideford)
51 = Year Crew lists filed in June or December (in this case 1851)
This entry is for a home trade voyage (as opposed to a foreign trade voyage) because the details are entered across both columns.

What I don't know is:

What does the "S" mean?
What does "port rotation number" mean?
Where do I find the port's name to which the number 523 refers?
How do I determine from the information listed above what the ship's name was?

The National Archives and other online sources give me the UK and Colonial port numbers (they go up to about the 200s), but not provide the foreign port numbers. Does anyone know where I can find the foreign port numbers please?

Any and all suggestions re my questions are welcome.

I can only help with a few things, so maybe someone will come along and help with the 543 port number.

Unless I'm mistaken, the "S" stands for Seaman, and the "12" means that it was filed in the December schedule. There are no numbers as high as 523 that I can find referenced anywhere. What you're Grandfather's name and age, and perhaps someone else could take a look at it. As for Port Rotation Numbers, the NA claims that no legend/key has ever been found for them, so there is no current way to identify the ship by using that number alone.

Many thanks for taking the time to reply. It is so frustrating. His records probably exist, but I can't access them without breaking the code for the foreign port no 523. If I got that at least then I would take the time to go through each of its ships, tedious that may be.

Have you got the registered numbers of the ships ?, not the ports, but the actual ships, the ships registered numbers might be listed in the form of the ship's official number = the same thing.
