What is your source that the father's name is Joseph? Could it be Samuel?
Samuel Ramsey married Polly Keys in Highland County, Ohio 21 September 1815 [Ohio Marriages Recorded in County Courts Through 1820: An Index -- Ohio Genealogical Society 1996] Note: Polly is a common nickname for Mary/Maria.
There is an 18-year-old Joseph Ramsey living in the Samuel and Mary Ramsey household in 1850. [1850 federal census (population), Highland County, Ohio, Liberty Twp., page 71, household 357.] Note -- the entire family is listed as having been born in Virginia.
Joseph and Sarah E. Ramsey are living in Cass County, Minnesota in 1880.
Joseph, age 46, born Ohio.
Sarah E., age 36, born Ohio.
Daughter Ally R., age 9, born Ohio
Son Willie E., age 4, born Ohio

Company F, 60th Ohio Infantry was formed in Highland County according to

Obviously more research needs to be done, but I think this looks promising.
