Are you sure it is from Austrian-Hungarian Empire?
Could find no navy hat (which would be similar) which fits really….
https://www.google.at/search?q=kuk+Marine+uniformen&biw=...
It looks more like some other.
Where are from the persons, which last name?
A-H-Empire was very big. http://en.wikipedia.org/wiki/File:Austria-Hungary_map.svg

Mmh, not easy - for me it does really not look for A-H-Military uniform.
Sperling of sure is a german last name, could also be a name at jewish people.
= sparrow: https://www.google.at/search?q=sperling&biw=1276&bih...
And Skolnik (original will not have ck) was also to find at jewish people: http://en.wikipedia.org/wiki/Michael_Skolnik
Both to find at Galicia Jewish names -> • Skólnik • Sperling http://www.avotaynu.com/books/DJSGNames.htm

Assumed more for some polish or russian or so…..
Austrians did have not such hats, also rest of uniform, I´m pretty sure.
But direction for area would fit anywhere I think, but just not directly at former A-H Empire.
See Austrian-Hungarian uniforms - click on the pictures:

Possible also a Prussian? When they lived in a nearby area which was Prussian that time and later back polish or so. Here right side person has similar hat, collar badges and cuff: https://farm4.staticflickr.com/3711/11997595253_126d5be692_z...

Prussia of German Empire, which was close to Galicia. What now is polish there was Prussian that time: http://en.wikipedia.org/wiki/Prussia

If we would know a place name for this family it would be easy - assume.
