They were supposed to be created in each County, also called "Committee of Observation and Safety."
Since you don't give a name, I can only suggest doing a web search for the term and do a search in the MD Archives volumes on Revolutionary War records:

www.mdlandrec.net -- you must register and get a password to use the site. These sources are genealogical, not about the Revolutionary War, and further inquiries about the individual should be on the surname or the County message boards.
