You answered the question in your previous post.
"The instructions say to key two OR four digits."

The keying guidelines are just that and are overruled by the projects specific instructions.
That is what the reviewers have been pointing out, to key what is written, 2 digits if it's written that way and 4 digits if it's written that way.
