The clothes look standard late Victorian - 1870's - 1890's. Have a look at the Victoria and Albert Museum site as they have a lot of information on British period clothing and fashion. http://www.vam.ac.uk/page/0-9/19th-century-fashion/

Various trade directories show that the photographers was in business during roughly the same period but as your photo is Heber not Alice it's likely to be before 1889.

Llandudno was a thriving holiday resort during Victorian times so your woman may have lived in Llandudno or been on holiday there when the photo was taken. It was one of the most popular seaside resorts in North Wales.
