The tower is actually a microwave link in a national network set up for multiple purposes but a lot of it's construction was financed by the federal government, since it was part of the military communications system. When it was built we were still in the "cold war" and that is the reason that all the equipment is placed underground, to protect it from bombing. Since redundancy is necessary the tower site is also served by underground cable, The precise routing of the cable is secret, but I know it runs through New Brooklyn Lake Park, since I remember it being installed.
