Yes, the $19 is only to transfer the STR values and to join any pertinent surname group. FTDNA allows you to select the $19 transfer of Ancestry STR values and joining relevant surname group, or you can in addition, for an added fee, retest your saliva samples at FTDNA in order to get the equivalent set of STR points. It is my understanding that the STR data points tested by Ancestry are not exactly those tested by Ancestry, making it difficult to compare tests, so if you are serious about finding new matches at FTDNA, you might want to upgrade with a new saliva test. Unfortunately, some of us have lost loved ones who took the yDNA test so we can't have new tests done. I checked with Ancestry Customer Service just now and learned that though they did save saliva samples and do still have them, they will not furnish them to us or transfer them over to a new company. So those of us in that category are out of luck as to getting a matching set of STR data points at a new company.
