I can't speak to your luck, good or bad, but I don't think circles are being rolled out slowly. Right now I am in 20 circles. I have 10 attached to matches on my mother's side of my family and 10 on my father's side of my family. I have 2 cousins who have given me access to their DNA matches, a first cousin on my mother's side and a 2nd cousin once removed on my father's side. My first cousin, whose father and my mother were siblings, is in all 10 circles I am in on that side of my family. But she only has 2 circles on her mother's side of her family. My 2nd cousin is in 15 circles, 7 of which I am also in. As far as 4th cousin matches, I have 217, my first cousin has 193 and my 2nd cousin has 424. One thing that is probably a consideration as to why my 2nd cousin once removed has so many 4th cousin matches is because he is 95 years old so he is back one generation from me, which gives him a better likelihood that he matches more distant cousins.

It is my understanding that the members of a circle all show their shared ancestor in their trees, so I don't think you can be a member of a circle without having the ancestor in your tree. As far as the DNA match, there can be some members of a circle who do not have a DNA match to you, but they do have a DNA match to other members of the circle. For example, let's say 10 people are in a circle and that 3 people match a DNA segment on chromosome 1 only. Let's say 4 people match a segment on chromosome 5 only. And let's say 3 people match everyone else in the circle because they have matches on both chromosomes 1 and 5. In this case, the last 3 people will show they match everyone in the circle. But, the first 3 people will show they only match 2 others in the circle, and 4 people will show they only match 3 others in the circle. But they could still all be related to each other, even if not by DNA, because they received different segments of DNA from the ancestor that were passed on to them. I don't think you can be in a circle unless you match at least one other person by DNA. Hope this makes sense.
