Not sure if this will be much help, but I thought I'd pass it along.
The San Francisco Earthquake happened April 18, 1906 and this small newspaper article is dated June 15, 1906 (2 months later). Not positive but this might be your Emanuel Picasso (seems like an uncommon name).
If this is him, maybe they moved after the earthquake.
It's a distance of about 12 miles from SF to Oakland.
