If you think a page is missing, try contacting the state archives for the state you are looking for and asking if they have the original pages. I couldn't find my gg grandparents in the 1880 census and when I looked at the ED I believed they lived in more closely, I noticed the records began on page 5. I went to the National Archives and took a look at the original microfilm and the pages were missing on the film also, so I decided to try and track down the original records. When I contacted the state archives to ask if the original pages still existed, they were able to locate them and sent me photocopies -- and there were my gg grandparents exactly where I expected to find them! So keep searching until you know for certain the original document is lost.
