I just received a similar error message. And I know how to activate tests...have 7 others on ancestrydna.
When I called Ancestry today I was told that this is an issue that Ancestry is aware of. In 1-2 weeks or so, I should get an email updating me. I surely hope that the email says "test now activated" and that I do not have more delays or need another kit.
Don't waste any more time on your end with browsers, different PCs, etc. As you surmised, this is a programming glitch on Ancestry's end.
Now I must hope that my aunt is patient with me. I'm not giving her the kit until I can activate it.
