Hi, I know how this is so frustrating to your friend. I am working with two WI State Legislators in an attempt to change the adoption recorda law, WI Stat. 48.432/433.
There is one way open to your friend...The WI Confidential Intermediary Program, C.I.P. This is where the State has a licensed person/agency take the adoption file and try and contact your birth parents and ask if contact is welcome. This is a fee program, however, but it is still an option.
The State would tell you up front the estimated cost. It is possible that the birth parents have passed away, so a Judge would decide if the file could be opened to your friend. This is one way that she would know for sure. i can get more specifics on the option, if wanted.
