I think you are saying that Dawn gave up Balinor for adoption in Washington. Is this true? EVEN though she was married at the time to the baby's father, it is still an adoption search?

Second, are you looking for an adoption in Washington STATE, or Washington D.C.? This board is for adoption in Washington State. Some do make that mistake. If in WA State, you had a city name, that would help. Was an adoption done by an agency?

IF he was adopted and had a change of name, there is NO chance the Social Security Administration will forward any letter. If he STILL has the same name, has been employed there is a possibility an agency would forward a letter.
