I'm SO sorry,I hope this isn't a big disappointment to you. I am helping a friend from work look for HIS family. His birth cert lists his mother's last name as Crisp His birthday is 11/2/1946. He was born in Roane County, Rockwood, TN and adopted in CA. His first name IS Richard.
I am leaving for work soon and will look for your reply when I get there. I will be happy to call you if it will ease your heart but I know little more than this (Rick doesn't know much more either...except that he has NO family left after the death of this adopted mother). I can tell you a bit about him now and have him contact you tonight or tomorrow (he won't be at work today). I hope Rick IS the brother you are looking for! He is a REALLY nice guy.
