Suppose Stephen retained his first name after adoption and eventually sought a drivers license. Perhaps the public record of that event was indexed by the free website Anybirthday.com. That website has a link to :

Which offers an interesting service. For a fee, they will list about 3,300 Americans born on any date you choose that are in their data base, with recent or current addresses. The list can be manipulated by you (if you are computer savvy) to group all Arizona residents among the 3,300 and/or all the Stephens. How you pick your son out of the short list of Stephens with unfamiliar surnames I leave to you and your God.

I have seen your registration at Anybirthday.com and it has a different date of birth for Stephen : Sept. 17, 1983. I'm just tipping you off to the discrepancy, in case you want to amend that registration or your query here at Ancestry.com.
