If they are still alive they have to go to the birthparents and ask permission to release the information to you. They are the go between. If they are deceased I believe they would give you the information so you could try to contact siblings if there are any. They are located in Lincoln, it takes awhile and because of mothers name changing when they get remarried sometimes they can't find them, but you have to be persistant.
