Sarah, I have a question for you.

If an Army hospital preserves its old medical records, including those of pregnant patients who deliver at their hospital, and if it could be interpreted that the hospital is maintaining a file on the baby-----

Would the hospital be required to divulge the information to the baby under the Privacy Act of 1974? I do know that this law relates to federal agencies only and that there are exceptions to the release of information---such as portions of FBI files. But I've never seen a discussion of how it applies to military hospitals.
