The Starrs who adopted my father (Franklin and Mattie) had two older daughters named Florence and Anna Jane. There WAS an adopted son named Harvey Franklin, but he died at the age of 9 in 1915.

Apparently, my father was a "replacement."

What I'd really like is to get a copy of my father's birth certificate. Do you have any idea how I can get one? I have been to the archives in Dover, DE, and looked through records with no success. But that was several years ago.
