A birth mother can certainly "look" for her child. What are they going to do, throw her in jail for looking?
According to the Gov't of Ontario website, she may not have access to Identifying information until her daughter is 19.
She can add her name to the Adoption Disclosure Register -
"certain birth relatives (can apply before an adoptee is 19 years old, but the reunion process can’t start until after the adoptee is 19)."
