Americans apply for information that the U.S. government maintains about them under the terms of The Privacy Act of 1974. Instead of the Freedom of Information Act.
A military hospital would be government-owned, and I think it would be subject to an application signed by the person born there. However, I have no feedback from adoptees saying this approach does work.
Do you write directly to the hospital? To the Air Force? To a U.S. senator you voted for? I don’t know. If anyone has further advice, please post a response below.
