Hi:) I'm sure that this would be the same family - they're all related in one way or the other. The only William Edgar that I have was born 22 July 1910 (married Inez Brickle) and was the son of Francis Edgar Tobias and Ella Eloise Hodge (b. 02 Feb 1883, d. 24 Apr 1938). Francis was also married to Susan Harrington (b. 21 Apr 1880, d. 05 Mar 1946) According to the information given to me by a fellow researcher, Francis had 11 children - 7 sons and 4 daughters. Henry, James, Louie, Arthur, Isaac and Charles are the first names of William Edgar's brothers.

The only Richburg/Tobias marriage is Hardy Richburg to Ruby Edith Tobias who was Francis' daughter.
