As you probably know, Frank Picard's Father, Frank Picard Senior was a well known Michigan politician, having served as Liquor Control Commission Chairman and as head of the Michigan Unemployment Commission in the 1930s. He was also candidate for the U.S. Senate in 1934 running against Arthur Vandenberg, long time Senator from Michigan.
In 1939, he was appointed by Franklin Roosevelt to the Federal Judgeship for Eastern Michigan where he reamined until his death in 1963.
I'm currently writing a book on a Picard Family (I am a political scientist at the University of Pittsburgh) and have come to focus on Frank Senior's father, Alfred Picard who moved to Eastern Michigan to Quebec in 1966. I have not been able to trace down Alfred's family in Quebec though I have much information on the Michigan Picards. I have a bit of information and remnents on the Brogger side. However, I have vivid home movies on DVD of what I believe is there marriage in 1949 (in color).
