Update:
I found out that Louis Devine had a brother named Ed Devin (I'm assuming that was not a misspelling). Using that as a search guide, I discovered that Ed had a wife and son named Tillie and they lived in Chicago. Ed was born in Poland. I'm at another brick wall.
