Larry Paul Manley, 59, of Houston died on Aug. 11.

He was born in Houston in 1947, the son of James O. Manley and Jaynelle Christian Manley, and was raised in Cameron.

He was executive director of the Texas Dept. of Housing and Community Affairs. He spent his career in law, business and public service.

He graduated as valedictorian at Yoe High School in Cameron, from The University of Texas, and from UT School of Law with honors.

He spent 20 years as an attorney at Vinson & Elkins, at Hughes & Luce, and as General Counsel for Franklin Federal Bancorp.

In his tenure as executive director of the Texas Department of Housing and Community Affairs, the department set a record for developing affordable housing, issuing $800 million in bonds.

After returning to the private sector, he went on to become a successful developer of affordable housing across the state.

He also served as a director of the Central Texas Area Chapter March of Dimes, as president of the Texas State Affordable Housing Corporation, as a director of the Austin Downtown Development Corporation, and as an adjunct professor at UT School of Law. This fall, he will be inducted to the C.H. Yoe High School of Honor.

Survivors include his wife of 20 years, Peggy Manley; mother, Jaynelle; brothers Don and Jim Manley; sons Paul Manley, Harper Montgomery and Cile Montgomery; daughter, Jenny Rodenbush Manley and grandchild, Abigail Tusk.
