My understanding is the release of the indices has increased the duties of the government employees in that department. Unfortunately, "The powers that be" didn't plan for this and the department has been undated with requests for documents. There has been NO increase in personnel to handle the requests.
I too have waited months for copies of documents requested; but having been involved in retrival of records for over 20 years have first hand knowledge of the complexity involved.
Hang in there, it's worth waiting for.
