With the help of the Scioto County Chapter of the Ohio Genealogical Society, a Biars cousin, and a Milldale Road resident, I did locate the cemetery and have added information on Find a Grave. My traveling companion, who is a better climber than I, actually went to the cemetery and took some photos. Here is a list of names from those photos and a 1982 inventory done by Virgil and Marguerite Ramsey:

Pearlie Irena Webb, daughter of William and Weltha Webb; Corpl. William M. Rice; Lettie and Howard Presley; F. Neal, a baby; Edgar Fletcher; Goldie Sue Fletcher; (single name) Bocker; Rachel Walk; Denver Gearheart, an infant; John Phillip A. Biars (my great uncle) and his daughters Marion Jane and Opal; Infant Locher, son of P & M; Albert Locher, an infant, son of G & M; and Fred (no last name) who died in April (no other dates).
