My cousin was told by the people at the Fulton State Mental Hospital that the only was she could get access to the records on our ancester was to get a lawyer and petition the court to have the records unsealed.

Having worked in medical records before, records are never to be destroyed usually they are microfisched and archived. It is illeagle to destroy medical records to the best of my knowledge anywhere, or so I have always been told.
