According to History of Hart County by John William Baker, Richmond Skelton was the son of John Skelton and Rebecca Harbour. Richmond Skelton married Nancy Garrison 24 April 1822. He was elected the first Coroner of Hart County in 1854 when the county was organized. He was also Sheriff of Hart County in 1858 & 1859.

Neither he nor Nancy are listed in the Hart County Cemetery Book. He does appear in the 1830 & 1840 Census of Elbert Co.
