Late Registration of Births in Connecticut. For what reasons?

Joseph Sullivan was born in 1879 in Hartford. Although St Peter's Church has a record of his baptism (with his birthdate), the City of Hartford didn't. But his birth was written in the register of births later, with a note indicating that it had come from his baptismal record.

I have lost trace of Joseph after 1900. So this late registration of his birth is intriguing. Why would one later need to have his birth certified by the state? Social security? Marriage? What reasons would someone do this?
