AAA (American Automobile Association) has good current ones which are free to members and sold to the general public. If historical maps are what you need, there are dozens of websites for them. Just Google for "Historical maps" or "Map of Quebec" or any other combination. I have used a number of different sources for my historical maps of Quebec. You also can find them free on Canada GenWeb pages and on many of the regional and provincial pages for Quebec. One of my favorite sites is: http://www.multimap.com/index/CA10.htm .
