I had a look at your tree data.

The records you have questions about, whether or not they are for YOUR Victor Bourassa, are:

1) 1909 Border Crossing
2) 1911 Canadian Census

Is that correct?

Is there anything in the border crossing that indicates he's in transit to some relative living in the US? I noticed some of his immediate family moved back and forth across the border.

The 1911 Census is subjective. Can you match something that's verified, ie: occupation, place of birth, in the census?

Sometimes records fall into place later, some new evidence/clue ties them together, save them to your shoebox.
