Where is Emo in 1901?

I'm looking at a map of the area around the border between Ontario and Minnesota, and I see Emo on the Rainy River west of International Falls, which I believe would be in the Rainy River District.

My problem is that a 1901 census record has Emo in Algoma Dist. This family is in Kingsford, Rainy River Dist., in the 1911 and 1921 censuses, so surely they are in the Emo in Rainy River Dist. in 1901.

This doesn't seem to be the kind of discrepancy that could be attributed to enumerator error, but this leaves me baffled. Anyone?

The whole area was Algoma in 1901. Fort William and Port Arthur are also listed as being in Algoma.

The Rainy River District was established in 1885 but for census purposes the Algoma District was used much later than that. I know it can cause a lot of confusion. The townships in the area often go by different names than the actual towns as well. For example, township of Morley includes the town of Barwick.
