I actually realized that it appears to be a district issue. When I was looking at my grandmother's passport a few months ago, which is current, I realized it only mentions that she lives in Lincoln (county), whereas mine says the county and town that I live in. So it's possible the census records worked similarly; the voting records all say St. Catharines. So there's no mystery there after all.
