I don't know about 1924 specifically, but generally it is not currently possible to obtain a single record of any kind. At least for the Minsk Archives, you submit a surname for search, and pay money in advance (Last I checked, it was about $80US). They search for ALL instance of your surname, and send you a summary list, for an additional fee. You then select which records you want copies, and they copy and send those to you, for an additional per-record fee.

A friend of mine did this, and it cost her about $800. She got scads of records, but it's definitely not cheap.

You may be able to find an independent researcher to check for you, but it will probably be more expensive than here in the US.
