I'm not seeing the same thing you are. When I search the FHL catalog for Place=Winnweiler, the results show 3 record sets:
(1.) Protestant church records, 1700-1931 (filmed at the Protestant State Church Archive of the Pfalz in Speyer); (2.) Catholic church records, 1704-1961 (filmed at the diocesan archive in Speyer); and (3.) civil records, 1803-1832 (filmed at the state archive in Speyer). All catalog entries identify the location as: Winnweiler, Bayern.

Winnweiler is in the Pfalz, which was owned by Bavaria from 1816 to 1946. See:
