I've always understood that the ages were rounded DOWN to the nearest five not up....but only for those over 15. . So if you have 2 young people aged 15, they could be 16,17,18, or 19 .......and confusingly, the could really be 15. I have seen lots of examples where the enumerator ignored the guidelines and put actual ages of everyone.
