I know you say it was spelt Neal on the certificate but unfortunately in my experience that does not mean that is what it was particularly if you're back in the 1800s. One of the misconceptions is that because it's in writing it must be right. The person writing it down might not have heard it properly and the person giving the information might not have been able to spell (or even write their own name). My mother lived on a road that in some documents is referred to as street but it was in a district that prided itself on not having streets, far too common a word for the genteel suburbs. It might help your search if there was a surname from the document. If you're lucky putting information in a search engine gives an unequivocal answer immediately but lateral thinking is often the clue to solving these puzzles.
