If you look at the heading for Place of Birth it says quite clearly that if the person was born in a foreign country, as opposed to the Empire or the UK,. they do not need to state the town, just the country. It looks to me as though he put "Resident" to indicate he was a British resident, i.e. not a British subject but was born in Russia - all they wanted to know.
