I got the full story later from the county archivist.

There was an internment camp near the area.

Apparently a lot of Japanese fishing boats were brought to Europe around WWI for use as mine sweepers etc. They would be crewed by Japanese sailors and many married and settled in the UK.

A Japanese students wrote a report on it some years ago and I managed to get a copy of it.
