I see Jim just re-posted a note from John at GEDmatch, so I'll re-re-post it here:

"The "too many connections" is due to one of the utilities malfunctioning and gobbling up all the database connections. I've been knocking them down from home, but it got ahead of me overnight, and now I can't get in. I'll have to visit the server to reset things."
