Yes, this is probably the William who was a son of Lucy and Joseph Lackey.

(1850 census) is a laborer, 16 years old, living with Matthew W. Locke and Harriett (Fuquay) Locke in Jefferson Township of Hempstead County.
Lucy Phillips, dghtr of Solomon Phillips lived in Monroe Township and was 15 years old in the 1850 census. They were married in 7/4/1853; Lucy had married a Reuben Underwood the year before.
It appears that they moved to Yell County, Arkansas --
Arkansas Homestead and Bounty Land Pattents has a claim for Joseph Lackey in 1861. Joseph enlisted in the Civil War,
probably in Dardendelle, Arkansas and there is a Wm Lackey, as well. They began in the 17th regiment -- that was later combined iwth the 14th and became the 21st Company D. They were under Col. LeMoyene and then McCarver's 21st after Vicksburg. The 17th under LeMoyene lost heavily at Shiloh.
Joseph is said to be buried in Yell County. Lucy must have headed for Texas with a family group -- and her four children. She would have been about 29 when her husband died.
Your William could have been her son
from the dates of birth. Lucy Philips Lackey is buried in Paradise, (Wise County) where she died in 1878.
