Did you ever find your James Richmond.
I found a James Richmond who was born around 1877 in Ky and married a Rachel born around 1881 KY four of the kids were born in KY and 4 born in OK.

this was on the 1920 Census for Cleveland co. OK
Do not have an index for 1930 to search for them.
But cecil was not born yet so he was not on there of course.
Need to check the 1930 census to find out if they are the parents. However, I could not find Cecil Richmond having died in IDaho anywhere, between 1911-1956 Do you know if Cecil had any siblings at all.
Not related, just a Richmond researcher.
