This is what I found on my 23andMe results when I clicked on the Northern European title:
Northern Europeans are represented by people from as far west as Ireland, as far north as Norway, as far east as Finland, and as far south as France. These countries rim the North and Baltic Seas, and have been connected throughout much of history by those waters.

In looking back at MY results, my percentages for most of these countries is not even listed. I am guessing that the percentages are so low that they bunch those together into the Broadly Northern European countries classification.
Look under the Ancestry Tools section and try running "countries of ancestry" with all the options. You might be more interested in those results. I know I was.
